Harper & Associates Engineering, Inc. is a consulting engineering firm, operating since December 1979. The firm specializes in all facets of engineering services related to evaluation, rehabilitation, coating selection and specification of water storage tanks, wastewater facilities and related industries. The engineering team has been working together for 15 years, accomplishing corrosion and seismic/structural evaluation of tanks, reservoirs, pipelines and related facilities.
WILLIAM B. HARPER, PRINCIPAL ENGINEER
Mr. Harper, founder of HAE, is a registered professional corrosion engineer (CR786) with over 35 years of experience. Mr. Harper's specialty areas include both steel and concrete water reservoirs, and wastewater and reclaimed water facilities. Mr. Harper has evaluated over 1,500 tanks and wastewater facilities in his career. Mr. Harper is a life member of AWWA, a member of NACE for over 30 years and is past Chairman of the AWWA D102 Revision Task Force from 1978 to 1999. He is also a former member of the Board of Directors of the California/Nevada AWWA Section and past Chairman of the Tanks, Reservoirs and Structures Maintenance Committee.
ROBERT S. WOZNIAK, P.E., S.E.- STRUCTURAL ENGINEER
Mr. Wozniak is a registered professional civil and structural engineer in the State of California CR32564 and S2486 respectively, and has over 30 years experience in steel and concrete tank structural engineering. Mr. Wozniak was Senior Structural Engineer for over 30 years with Chicago Bridge & Iron Company, the largest tank designer/constructor in the world. Mr. Wozniak is past Chairman of the AWWA D100 Revision Task Force from 1973 to 1999. He is also an active member of the Earthquake Engineering Research Institute, and is a recognized authority on design and evaluation of steel tanks for seismic reliability internationally.
STEVE JONES, P.E. - CATHODIC PROTECTION ENGINEER
Mr. Jones is a Registered Corrosion Engineer in the State of California (CR 298) and is a NACE INTERNATIONAL Certificated "Corrosion Specialist" (#2134) with over 30 years of experience in the corrosion engineering field specializing in cathodic protection. He holds a B.S. degree in Electrical Engineering and his specialty is corrosion mitigation of water storage reservoirs, steel and concrete water transmission and distribution pipelines, wastewater and reclaimed water facilities, buried storage tanks and associated piping, oil and gas pipelines, docks, piers and pilings and related structures. He also performs field testing of existing cathodic protection systems including troubleshooting rectifier and sacrificial anode problems, underground shorts to foreign piping, dielectric insulator testing and complete reporting with recommendations, etc. He is a 30 year member of NACE, a member of AWWA and has given talks and seminars all over the world on cathodic protection of reservoirs and pipelines.
KRISTA HARPER, P.E. - VICE PRESIDENT, ENGINEER
Ms. Harper is a registered civil engineer (C71280). For over 14 years Ms. Harper has been Senior Project Engineer for HAE working extensively in both corrosion and tank structural engineering projects, primarily related to steel and concrete tank evaluations. Additionally, she has served as Project Manager/Inspector on steel tank rehabilitation projects. Ms. Harper is the past chairman of the AWWA Tanks, Reservoirs and Structures Maintenance Committee and member of NACE and other industry related organizations.
ANDRE HARPER - VICE PRESIDENT,
FIELD OPERATIONS
Mr. Harper holds a degree in engineering from California State Polytechnic University, Pomona. Mr. Harper has worked in both part- and full-time status with HAE for the past 25 years, including diving inspections of hundreds of tanks for evaluation of coating, painting and seismic/structural projects. Mr. Harper is a project manager for HAE, as well as, supervising all field operations for the firm. Mr. Harper is a committee member on the AWWA C-652 National Taskforce in charge of redefining the standard for diving potable water storage tanks. Mr. Harper is also a member of AWWA, NACE, and other industry related organizations.
JOANNA REMBIS, P.E.- SENIOR PROJECT ENGINEER
Ms. Rembis is a Registered Civil Engineer in the State of California
(C 75535) and a Cum Latte graduate of California State Polytechnic University, Pomona. She has been an engineer with HAE for 10 years, preparing AutoCAD drawings, preparation of technical specifications and providing as needed site structural inspection.
JAMES SPEARS - PROJECT ENGINEER/DIVER
Mr. Spears is a graduate of California State Polytechnic University, Pomona with a Bachelor of Science in Civil Engineering. James successfully completed the Fundamentals in Engineering test to earn the title of Engineer in Training (EIT). He is a part of HAE’s dive team and has logged over 200 dives. In addition, he prepares corrosion reports and photographic surveys.
ROBERT WHITLOCK- INSPECTOR
Mr. Robert Whitlock, NACE III (#8526), has over thirty five years of experience in the coating and painting of steel water storage reservoirs and has been a quality control inspector since 1996. The first 25 years of his experience was as the superintendent for various contractors where he ran the coating crews, therefore he has a thorough understanding of the work to be accomplished and the best construction practices. Mr. Whitlock obtained a NACE III in August of 2002. Mr. Whitlock has been the quality control inspector on numerous steel and concrete reservoir rehabilitation projects.
JOHN HEARD - INSPECTOR
Mr. Heard, NACE II (#19566) has over 20 years of experience in the coating and painting industry. Mr. Heard has worked for HAE since 2006 as a quality control inspector on numerous reservoir rehabilitation projects. In addition, Mr. Heard assists the dive team in the evaluation of tanks and reservoirs.
